बलपूवक वेपत्ता पार्ने कार्यविरुद्धको अधिकार

मानिसलाई बलपूवक बेपत्ता पार्ने कार्य मानव अधिकारको गम्भीर उल्लब्घन हो । बलपूवक बेपत्ता पारिएका सबै व्यक्तिहरूको संरक्षणसम्बन्धी अन्तर्राष्ट्रिय महासन्धि २००६ ले राज्यको प्रत्यक्ष वा अप्रत्यक्ष संलग्नतामा व्यक्तिहरूलाइ बेपत्ता पार्ने कार्यलाई बलपूवक बेपत्ता पार्ने कार्यको रूपमा परिभाषित गरेका छ । महासन्धिले बलपूवक बेपत्ता पार्ने कार्यलाई अपराधको रूपमा परिभाषित गर्दै व्यापक र सुनियोजित रूपमा बलपूवक बेपत्ता पार्ने कार्यलाई मानवता विरुद्धको अपराधको रूपमा परिभाषित गरेको छ । नेपालमा सशस्त्र द्वन्द्वका क्रममा व्यापकमात्रामा द्वन्द्वरत पक्षहरूबाट व्यक्तिहरूलाई गैरकानुनी तरिकाल नियन्त्रणमा लिई बेपत्ता पार्ने कार्य भएको पाईएपछि बलपूवक बेपत्ता मानव अधिकारको गम्भीर समस्याको रूपमा रहँदै आएको छ । राष्ट्रिय मानव अधिकार आयोग २०५७ जेठ १३ गते स्थापना भए पश्चात
आयोगले बलपूवक बेपत्ता पार्ने कार्यबाट संरक्षण पाउने अधिकारको, सम्वद्र्धन र पालनाका लागि निर्वाह गरेको भूमिकाका बारेमा सर्वसाधारण, नागरिक समाज, मानव अधिकारका क्षेत्रमा कार्यरत अधिकारकर्मीहरू लगायत सम्बद्ध सम्पूर्ण सरोकारवाला अधिकारी, निकायहरूलाई जानकारी, सुसुचित​ गर्ने मुख्य उद्देश्यले बेपत्ताविरुद्धको अधिकारसम्बन्धी विषयगत परिचयात्मक पुस्तिका प्रकाशन गरिएको हो । प्रस्तुत पुस्तिकामा आयोगले बेपत्ता विरुद्धको अधिकारका संरक्षण, सम्वद्र्धन र पालनाका लागि इकाइ स्थापना, नेपालमा बेपत्ता सम्बन्धी स्थिति, यस अधिकार संरक्षण, सम्वद्र्धन र पालनाका लागि राष्ट्रिय तथा अन्तर्राष्ट्रिय कानुनहरू, आयोग स्थापनादेखि हालसम्म सम्बन्धित विषयमा परेका उजुरी र उजुरीहरूउपर आयोगले गरेका कामकारबाही एवम गतिविधिहरू, नागरिक समाज लगायत सरोकारवाला निकायहरूसँगका सहकार्य लगायतका विषयहरूलाई सम्बोधन गरिएको छ । प्रस्तुत पुस्तिकामार्फत यस क्षेत्रमा कार्यरत सम्पूर्ण सघसंस्थाहरू, मानव अधिकारकर्मीहरू समेतलाइ सहयोग पुग्ने विश्वास गरिएको छ ।
