प्राकृतिकरूपमा मानिसलाई जीवनयापन गर्न आधारभूत मानव अधिकारहरूका आवश्यकता पर्दछ । त्यस्ता आधारभूत मानव अधिकार मानिसको जीवन, मर्यादा, स्वतन्त्रता र स्वाभिमानसँग​ सम्बन्धित छन् । यी मानिस भएर बाच्नुको अर्थसँग​ सम्बन्धित छन् । मानिसलाई अन्य प्राणीभन्दा भिन्न देखाउने प्रमुख आधारमध्येको मानव अधिकार एक प्रमुख आधार हो । मानव अधिकार र मौलिक स्वतन्त्रतालाई लोकतन्त्रका आधारशिला मानिन्छ । जहा“ मानव अधिकार र मौलिक स्वतन्त्रतामा अब्कुश लगाइएका हुन्छ, त्यहा“ लोकतन्त्रको अस्तित्व नै सब्कटमा पर्ने खतरा रहन्छ । खासगरी निरब्कुश तानाशाही व्यवस्थामा यस्तो स्थिति देखापर्दछ । मानिसको पहिचानको आधार मानिएका यस्तो महत्वपूर्ण मानव अधिकारलाई कुण्ठित पार्ने, अपहरण गर्ने वा त्यसका गम्भीररूपमा उल्लब्घन गर्ने प्रवृत्तिको व्यापकताले सार्थक मानव जीवनको लागि चुनौती खडा गर्दछ ।
