नेपाल बहुभाषी, बहुजातीय, बहुभाषिक, बहुधार्मिक समुदायका देशको रूपमा परिचित रहेको छ । नेपालका सबै नागरिकहरूलाई समानता, स्वतन्त्रता र आत्मसम्मान जस्ता मानव अधिकारका मूलभूत विषयहरू नेपालको अन्तरिम संविधान​, २०६३, राष्ट्रिय कानुन हरू भएका मानव
अधिकारसम्बन्धी अन्तर्राष्ट्रिय दस्तावेजहरूले प्रत्याभूत गरेका छन् । यद्यपि परम्परागतरूपमा सामाजिक अन्ध विश्वास एवम् कुरीतिको रूपमा रहेका कुसंकारहरूले गर्दा व्यक्तिलाई जातका आधारमा वर्गीकरण गरी विभेद, शोषण र उत्पीडनको सिकार बनाइने क्रम निरन्तर छ यसबाट मानवीय स्वतन्त्रता, समानता र आत्मसम्मान जस्ता मानव अधिकारका आधारभूत सिद्धान्त र मान्यताहरूको उपहास हुन साथै २१ औँ शताब्दीमा जातीय विभेदका आधारमा राज्यपक्ष वा गैरराज्यपक्षबाट दलित भनिएका समुदायमाथि छुवाछुत गने र्, अन्तरजातीय विवाहलाई निरुत्साहित गने र्, राज्यको श्रोत, साधन, सेवा र सुविधाको पहुच बाट वञ्चितीकरण गरिनुु विडम्बनाको विषय हो । यसका वावजुद नेपालले जातीय विभेदविरुद्धको महासन्धि, १९६५ अनुमोदन गरिसकेको छ । दलितहरूको मानव अधिकार संरक्षण र सम्वद्र्धनका लागि ऐन, कानुन तथा संयन्त्र निर्माण गर्ने सकारात्मक पहलहरू भएबाट जातीय विभेद गर्ने दिशामा क्रमिक रूपमा सुधार हुदैजाने अपेक्षा गर्न सकिन्छ।
