Approximately 42,807 Nepalese (7,572 households [HH]) were affected by the Koshi floods in
Sunsari and Saptai Districts on 18 August 2008, in addition to an estimated 11,000 Indian nationals (2,328HH), according to the Government of Nepal’s (GoN) Detailed Damage Assessment/verification process. A total 678 HHs received the government return package and total of 3380 HHs applied for the package, as of 25 March. The registration for the Return Package is continuous, for which the scheduled time is from 22-26 March for Haripur, 29 March – 01 April for Paschim Kushaha and afterwards to Shreepur VDC. Camp I, J and K in Spur are vacated. IDPs from these camps are returning to Haripur VDC. An estimated 5% occupied shelters remaining in camps E, F1, F2, H1 and H2 , about 40% occupied shelters remaining in camps G1 and L; and 10% occupied shelters remaining in camp G2. When the flood-affected displaced families relocate from the camps, they also take with them the water and sanitation facilities. IDP tracking is on-going to verify the movements. The IDP returns increases the urgency to move forward on recovery programmes in return areas. Discussions are on-going with partners on the approach to meet the needs humanitarian caseload in the camps that are unable to return. Nahar Chowk, Sunsari Khola and spur side Camps are among the high priority camps for closure, as these places are subject to harsh weather conditions. Jhumka Camp is considered the most equipped to remain open action needs to be taken to advocate for the camp to remain open for at least 6 months since the camp is well equipped with facilities compared to others. The Sunsari DDRC also supports Laukhi Custom Border Camp to remain open for an extended period. These two camps should be considered for camp consolidation.
