There have been medal parades around the world in which Nepalis have received the United Nations medal. But this is the first medal parade in Nepal, and you are the first to receive the United Nations medal here in Nepal.
Peace agreements and cease-fires around the world have broken down sometimes in the
presence of thousands, many thousands, of armed United Nations peace keepers. Here in Nepal, a year-and-a-half after the end of the ten-year armed conflict, there has been no resumption of hostilities or even the incidents that carried the immediate risk of the resumption of hostilities. That is, first of all, a tribute to the discipline of the two armies. But I believe it is also because of the presence of the arms monitors, and because of the existence of the Joint Monitoring Coordination Committee and the spirit of cooperation and problem solving that has been developed within the JMCC.
