Approximately 42,807 Nepalese (7,572 households [HH]) were affected by the Koshi floods in
Sunsari and Saptai Districts in August 2008, in addition to an estimated 11,000 Indian nationals (2,328HH), according to the Government of Nepal’s (GoN) Detailed Damage Assessment/verification process. Vehicle movement slowly resumed in the Koshi area, after 13 days of complete stand still from 2-16 March, following the agreement between the government and the Tharu groups. Access to camps is open; however transportation continues to be affected by strikes on an ad hoc basis, in particular for transport travelling from Jhapa District. The High-Level Taskforce (HLTF) formed by GoN on 27 Feb 2009 to review the demands of the Koshi Victim Struggle Committee (KVSC) submitted the final report to the Government of Nepal. The government is working on the report by developing an action plan, which will be discussed in Cabinet. On 9 March, the HLTF meeting decided to proceed with the provision of the government return package of NPR 50,000 to the Koshi flood affected Nepalese IDPs, with a focus on originating from the “Green area”. A total to 2,634 HH applied from Haripur, Pashimkusaha and Shreepur VDCs for the government Return Package as verified by the Return and Rehabilitation Unit (RRU). However, the application and distribution process was postponed due to disruptions from recent strikes and changeover of the Sunsari Chief Development Officer (CDO). The Sunsari District Administration Office (DAO) has processed Return Packages for a total of 285 HHs, as of 20 March.
