UN OCHA Koshi Floods Situation Update January 2009

The Government of Nepal estimates approximately 70,000 people were affected by flooding in the Saptari and Sunsari Districts. According to the preliminary results of the inter-agency Koshi River Flood Impact assessment, a total of 66,500 individuals were displaced by the flood of which 42% were Indian nationals. Many of these Indians have crossed back to India in recent weeks. The first Returns and Rehabilitation Unit (RRU) meeting was held on Monday 19 January following the directive of the Vice Prime Minister of Nepal. The introductory meeting briefed participants on the Central Natural Disaster Relief Committee’s (CNDRC) Koshi Displaced People Return Strategy and the TOR for the RRU. Future meetings are expected to cover sectoral reports of Government line agencies, programmes for the Koshi flood-affected areas and damaged land assessments and reports. The three representatives from the flood affected community appointed to the RRU are from the Koshi Victims' Struggle Committee (including the Chairman). One representative voiced that the flood-affected population will not accept NPR 50,000 per household (HH) for return. They prioritised the need for livelihood support, land for resettlement and employment opportunities overseas. The RRU meetings will be held every Monday at 1100. An ADB Fact finding mission visited the Koshi flood-affected areas from 19 - 21 January to assess the situation and determine possible assistance for reconstruction and rehabilitation programmes for roads, irrigation, agriculture and WASH facilities. Based on the findings of the mission, ADB may provide grants and retrospective funding support to launch a 2 year reconstruction and rehabilitation programme in the flood-affected areas.
