The Leasehold Forestry and Livestock Programme (LFLP- 2004/2014) is a follow-on project to the earlier Hill Leasehold Forest and Forage Development Project (HLFFDP – 1993-2003) which was implemented in 10 Districts by the Department of Forests, the Department of Livestock Services, the Agricultural Development Bank of Nepal and the National Agricultural Research Council. The total LFLP costs of USD 12.8 million were financed by an IFAD loan, an IFAD grant and a Government contribution. In addition, a grant was contributed by the Finnish government for Technical Assistance (managed by FAO). Further to an overall good delivery LFLP is short of funds and may end up activities in February 2012, 18 months before agreed date. On 26 June 2012 Government of Nepal requested the International Fund for Agriculture Development for additional funding (letter attached below) for LFLP in order to fund some additional activities to improve programme sustainability and policy impact and to meet the cost deficit due to change in inflation and exchange rate highlighted during 2009 and 2010 supervision missions. This request was reviewed by PMD in September and updated during the December 2011 supervision mission. The additional fund will allow a proper time tuning with the Finnish grant and prepare the phasing out of LFLP up to 2014. It will also support a proper knowledge management process to prepare the up scaling of HLFFDP/LFLP experience at national level.
