Nepal is at a critical moment of its history, preparing for the birth of a Constituent Assembly which will establish the basis of democracy and a political vision for the future of your nation. It is a moment in which all members of society are eager to participate, including traditionally marginalized groups and minorities. And women, who are integral to each and every community in Nepali society, are central to this moment.
As women parliamentarians you stand as role models to the young people in this
country, especially for young girls, that women can be a part of the political process and be very strong, determined and active leaders of this nation. But you are also aware that no matter what you speak about or what you say, you will always be seen as speaking as a woman and that carries with it a heavy and difficult responsibility.
Today, as you work through the process of democratic transition, the role of women is
clearly recognized as critical. There have been proposals by various parties to ensure that anywhere from one-third to one-half of the fielded candidates are women. As women
parliamentarians, you will agree that one-third represents only the minimum of the number of female candidates that should be fielded rather than a glass ceiling. Encouraging more
participation will not only benefit each party but also the political process in your country.
Women’s active involvement in the nation’s decision making processes at all levels brings
immediate benefits, as they are conscious of the impact of their decisions on their families, as well as their immediate communities.
Even in terms of leadership in the bureaucracy, it is important that a critical mass of
women be appointed, starting from the Secretary level. The fulfillment of the obligation to include more women in the political process needs to be taken up seriously and actively by you, the women leaders who are already part of the process, in order to ensure that the entire political establishment complies with the basic minimum requirement of a meaningful democratic transition, that is, gender equality at all levels of the political process.
