ज्ञान, धारणा र व्यवहार सम्बन्धी अध्ययन घरेलु निर्मित विष्फोटक पदार्थ, बारुदी सुरु· तथा अन्य विष्फोटजन्य अवशेषहरु

नेपाल गत २००६ अप्रिलदेखि द्वन्द्व समाप्त भएपछिको अवस्थामा भएता पनि एक दशक लामा द्वन्द्वको समयमा द्वन्द्वरत पक्षबाट प्रयोग भएका र हाल आएर विभिन्न हतियारधारी समूहले प्रयोग गरेका विभिन्न प्रकारका घरेलु निर्मित विष्फोटक पदार्थ, बारुदी सुरुङ्ग तथा अन्य विष्फोटजन्य अवशेषहरुबाट मृत्युहने र घाइते हुने क्रम जारी छ । पीडित स्वयंबाट सक्रिय भै विष्फोट भएका घटनाबाट सन् २००७ मा मात्र गंभिर रुपले घाइते तथा मृत्यु हनेको सख्या १०४ जना रहेको थिया जसमा ४९ जना बालबालिका समेत रहेका थिए ।सन् २००८ को डिसेम्वर सम्ममा ७२ जना नया प्रभावित थपिएका छन् जसमा ४६ जना बालबालिका रहेका छन् (स्रात – ईन्सेक÷युनिसेफ) । सन २००६ को विष्फोटको उच्चतम् (१६९) घटनाको तुलनामा सन् २००७–०८ मा विष्फोटक पदार्थका घटनामा केही कमी आएको छ । सन् २००७–०८ मा संयक्त राष्ट्रसघीय मिशन (अनमिन) का समर्थनमा जमिनमुनि बिछ्याइएका बारुदी सुरुङ्ग हटाउने तथा भण्डारण गरेर राखिएका विष्फोटक पदार्थको नष्ट गनुको अलावा सुरक्षा फौजद्वारा विष्फोटक पदार्थ रहेका दर्जनौ क्षेत्रबाट व्यवस्थित तरिकाले ती पदार्थ हटाउने (छ महिनाको अवधिमा ४ स्थानमा जमिनमुनि बिछ्याएर राखिएका बारुदी सुरुङ्ग हटाईएको छ भने करिब १४,००० घरेलु निर्मित विभिन्न विष्फोटक पदार्थहरु नष्ट गरिएको छ)े, नेपाल माईन एक्सन संयुक्त कार्य समूह अन्तर्गतका सबै संस्थाहरुद्वारा जोखिम न्यूनीकरण सम्बन्धी कार्यक्रमहरुको संचालन, विष्फोटक पदार्थ पीडितको सहयोग तथा वकालत जस्ता कार्यक्रमहरु संचालन गरिएको थियो । यति हु“दाहु“दै पनि विष्फोटक पदार्थको वास्तविक उपस्थिति, विष्फोटक पदार्थ सम्बन्धी चेतनाको स्तर, स्थानीयस्तरमा सूचनाको पहुच, विष्फोटक पदार्थका सम्बन्धमा समुदायको व्यवहार, बुझाई र विश्वास सम्बन्धी खास गरी संख्यात्मक तथ्याङ्क को अभाव रहेको छ । तसर्थ संयक्त राष्ट्रसघीय बालकोषले सन् २००७ मा ज्ञान, धारणा तथा व्यवहार सम्बन्धी आधारभूत तथ्याङ्क संकलन कार्य गरेको थियो जुन फेबअरी २००८ मा सकिएका थियो । उक्त सर्वक्षणमा त्रगबष्तिबतष्खभ र त्रगबलतष्तबतष्खभ दुवै विधिको प्रयोग गरिएको थियो साथ संचालित माइन जोखिम शिक्षा सम्बन्धी क्रियाकलापको प्रभावका बारेमा पनि संक्षेपमा लेखाजोखा गरिएको थियो ।
