Saptari District covers 1,363km of Nepal’s Eastern Region and is part of the Sagarmatha Zone. Its elevation ranges from 61 to 610 meters above sea level. Saptari District comprises 114 VDCs and one municipality, with its District Headquarters in Rajbiraj, located near the center of the district. The Central Terai is well connected via roads to northern regions of Nepal and to India on the south. There is an earthen airport located at Boriya village, 3km from the district headquarters, constructed in 1959 and currently not operational. In 2011, Saptari’s population numbered 639,284 people, 51% of them female. A Local Peace Committee has been formed at district level and in approximately 40% of the district’s VDCs, but none of these committees are functioning adequately. The major political actors in the district include Madhesh-based political parties and mainstream political parties. According to the District Development Committee (DDC), the total number of political parties in the district is above 20. In mid-May 2013, the total number of registered voters in Saptari reached 282,442. The Child friendly local governance process and mechanism has been endorsed by the DDC Council and adopted in 35 VDCs and one municipality in Saptari. Saptari is served by a District Police Office with a Human Rights desk and a desk for women and children. Paralegal Committees at VDC level register protection, property and other non-criminal cases. More than 3,000 cases are registered annually at the district court on average but only 60% of these are processed and the rest are pending. Although there are still instances of criminal cases mediated by traditional community structures. Social and gender-based exclusion and discriminatory practices are embedded in everyday life, thereby thwarting social, economic, cultural and political opportunities for large portions of the population, particularly where multiple factors apply, as for Madheshi, Muslim, or Dalit women in the district. Due to a lack of public awareness on legal prohibitions and prevalence of caste-based discrimination, many such cases still remain unreported and are dealt with at the community level. About 10% of households in Saptari were or are affected by Haruwa/Charuwa27 bonded labor. Two thirds (67%) of men aged five and above in Saptari are literate, while only 43% of women can read. and write. Saptari is predominantly an agriculture-dependent district. Seasonal migration by unskilled workers to nearby urban areas in India is widespread in southern VDCs of Saptari. In recent years, third country migration has become more popular. There is a Zonal Hospital, an Ayurvedic Clinic and three private nursing homes in Saptari, and a network of over a hundred Sub-Health Posts. Saptari has relatively large concentrations of key populations at risk for HIV. Poor monitoring, documentation, and lack of skilled technicians are identified as broader challenges in the health sector. Saptari is among the districts with very high prevalence of anaemia among women and children. Most of Saptari’s land is arable, and most of it (92,817ha) is cultivated. There are 72 women’s, 84 men’s, and 91 gender-inclusive agriculture groups in Saptari. Ten Agriculture Service Centres, 38 agro-vet shops, and 55 markets and haat bazaars support the sector in the district. Saptari has experienced recurrent floods in the last few years, from Koshi, Khado, Mahuli, Sundari and Khadak rivers during every monsoon season. In addition to floods, earthquakes, accidental fires, cold waves, drought and epidemics also regularly occur in the district.
