In March, development activities of UN and I/NGOs in the Central and Eastern Terai were affected due to ongoing Terai violence. A UN office was asked to close down in Saptari.
Programme staff, located in Terai district Headquarters, had practically no access to field areas. Development agencies stopped their staff movement to the southern part of the Terai,
fearing abduction.
