Sarlahi is a Terai district situated in the so-called Janakpur Zone, located in the Central Development Region of Nepal. The District Headquarters (DHQ), Malangawa, is 25km south of the East-West National Highway (Nawalpur) and can also be reached by road from Janakpur (88km) and from Simara Airport (95km). It covers an area of 1,259km and comprises
one municipality and 99 Village Development Committees (VDCs). The population of Sarlahi numbers 769,729 people, 51% of whom male. Most VDCs are supplied electricity by one of three substations (at Malangawa, Haripur and Barahathwa). However, 13 VDCs in the southwest remain without power. The total number of political parties registered in the district is around 20; of the 32 national parties represented in the Constituent Assembly
(CA), only 16 are present in Sarlahi and were part of the now dissolved all party mechanism of the District Development Committee (DDC). In mid-May 2013, the total number of registered voters in the district reached 306,348. A District Police Office (DPO), eight Ilaka Police Offices, and 20 Police Posts (nine of which temporary) extend the presence of 872 male and 28 female officers throughout the district. In addition, a Border Security District Office, three Border Police Posts and five Border Outposts monitor cross-border activity. A District Legal Aid Committee in the District Court provides access to legislative and judicial information and legal aid. A Bar Association
Cell at the district level also provides free legal aid to the same populations. Paralegal Committees are being incorporated into the Women and Children Office's regular Women Development Programme at ward level as Gender Based Violence Watch Groups. Child marriage is common especially among disadvantaged communities in Sarlahi. Caste, ethnic and gender discrimination are consistently at the core of challenges excluded groups face. Despite the legal prohibition of bonded labour, these practices still persist in some of Nepal’s districts. The total literacy rate among those aged five and above in the district is only 46%, and almost twenty percentage points higher for men (56%) than for women (37%). Sarlahi is predominantly an agriculture dependent district. Southern VDCs of the district experience seasonal migration of unskilled workers to the Punjab, Gujaran, and Assam states of India. In the recent years, migration to countries other than India has been more popular among skilled laborers in Sarlahi. Generally, Sarlahi’s industrial facilities are located near the East-West Highway. Social security allowances are distributed by VDCs to various types of beneficiaries in Sarlahi. Sarlahi has one District Hospital, 5 Public Health Care Centers, 10 Health Posts, 84 Sub Health Post, three Ayurvedic Health centres, and three Eye Treatment Centres. Skin diseases, acute respiratory infection, chronic diarrheal diseases, gastritis, pyrexia, ear infection, intestinal worms and abdominal pain are the most common ailments in the district. Sarlahi has some of the largest key populations at risk of HIV of all districts in Nepal. Sarlahi district is generally food secure, but malnutrition is a serious problem. Cultivated agricultural land accounts for about two thirds of the district’s area. Sarlahi ranks 3rd in number of deaths and 2nd on physical damage caused by natural disasters nationwide. The District Disaster Relief Committee Sarlahi has ranked the most common ten disasters as follows: floods, accidental fires, landslides, water-logging, epidemics, lightning, earthquakes, cold waves, and drought.
