Rautahat District covers 1,126 km of the Narayani Zone in the Central Region of Nepal. Its elevation ranges from 122 to 244 meters above sea level. Rautahat District comprises
96 Village Development Committees (VDCs) and one municipality with its District Headquarters (HQ) in Gaur. Gaur is connected by blacktop road to Chandranigahapur (42 km), and from there to the East-West Highway (26 km). The nearest airport is located in Simara (Parsa District) and connects the area to Kathmandu by a flight of only fifteen minutes. In total, 686,722 people made up the population of Rautahat district in 2011, 49% of whom women. A Local Peace Committee was established in Rautahat in 2009, comprising 23 members. The Committee has released NRs 79,375,398 to date for compensation of various registered conflict affected people’s cases. A total of 18 political parties took part in the Constituent Assembly (CA) elections in 2008. In mid-May 2013, the total number of people registered to vote in Rautahat reached 267,108. Rautahat has 42 Police Posts (including 10 temporary ones) staffed by 591 male and nine female officers
altogether, and a dedicated Women and Children’s Service Center in headquarters. During 2011/12, a total of 198 cases were registered with the police, 17% of these related to domestic violence, particularly mental torture, and 18% related to physical assault. One paid lawyer has been provisioned in the District Bar Association to provide free-of-charge legal services to women, poor and people with disabilities. A separate Child Bench within the District Court hears cases related to minors. Social and gender-based exclusion and discrimination constitute noteworthy barriers for the wellbeing and development of women in Rautahat. Despite the legal prohibition of bonded labour, these practices still persist in some of Nepal’s districts. Rautahat has the lowest literacy rate (42%) of all districts in Nepal; half of boys and men over four years old are literate, compared to only a third of girls and women. There are 1,515 Cottage and Small Industries registered in Rautahat, 151 of these new in 2011/12. Altogether 1,261 larger industries are registered in the district. Rautahat has one District Hospital, four Primary Health Centres, eight Health Posts and 85 Sub-Health Posts. Twelve birthing centres and 965 female community health volunteers extend maternal health care services in the district. Rautahat has relatively large key populations at risk of HIV. Rautahat is among the districts with a high prevalence of stunting, Global and Moderate Acute
Malnutrition, and anaemia in children under 5 years of age. In 2011/12, 89% of all suitable land in Rautahat (65,969ha in total) was cultivated; about 45% of all cultivable land (29,992ha) is fully irrigated and a further 19% is partially irrigated. Being part of the Indo-Gangetic plain, Rautahat is highly vulnerable to floods, particularly 27 of its VDCs. Rapid deforestation, illegal logging and extraction of resources such as sand, boulders and stones in the northern belt fuelled by migration into that region contribute to environmental degradation of the Chure hills.
