Bara District covers 1,190 km of Nepal’s Central Region and is part of the Narayani Zone, and its elevation ranges from 152 to 915m above sea level. Bara District comprises 98 Village Development Committees (VDCs) and one municipality, with its District Headquarters in Kalaiya. The Central Terai is well connected via roads to northern regions of Nepal and to India on the south. Some 23% of people in the rural parts of
Central Terai live below the poverty line (as compared to 27% overall in rural Nepal). An airport in Simara connects the area to Kathmandu by only a fifteen minute flight. Bara’s population counted over half a million people in 2011, 48% of whom women. A Local Peace Committee was established in Bara in 2009, comprising 23 members. The Committee has released 37,800,000 NRs to date for compensation of various registered conflict-affected people’s cases. Bara has six electoral constituencies and 27 registered political parties, of which 15 are active. In mid-May 2013, the total number of people registered to vote in Bara reached 280,220. As a key actor for rule of law in the district, the Police extended coverage throughout the district with one District Police Office (DPO), 11 Area Police Offices (four headed by Inspectors and four by Assistant Inspectors) and 12 Police Posts. The DPO also has a Women and Children Services Centre, which provides advice, support and necessary services to victims of sexual and gender based violence. The Bara District Court is the sole judicial body in the district. Of 2,983 cases registered in the fiscal year 2011/12, the DC has issued verdicts in 54% of cases. Women in Bara face unequal power relations and barriers due to a patriarchal social structure and the exploitative nature of the socio-cultural system, which tolerate many instances of gender based violence and sexual exploitation. Violence based on accusations of witchcraft is prevalent in the district. Child marriage is still prevalent, among the Dalit community in particular. Despite the legal prohibition of bonded labour, these practices still persist in some of Nepal’s districts. Above all, caste-based discrimination and untouchability are commonly practiced in most communities in Bara district. In 2011, two in five (41%) girls and women above five years old in Bara were literate, compared to 63% of boys and men. At the time of the 2011 Census, 11,777 people from Bara were counted absent abroad, almost all of whom (94%) were male. Between 2003 and 2009, 8,641 people left Bara for employment overseas. The contraceptive prevalence rate in Bara was 45% in 2010/11 and a quarter of births were delivered by Skilled Birth Attendant. Bara is among the districts with highest concentration of high-risk populations for HIV. Bara is among the districts with highest prevalence of anaemia and underweight among women of reproductive age. The total area under cultivation in Bara was
60,346ha in 2010, or over 87% of the district’s total land area. VDCs in Bara were generally classified as food secure in 2011. Bara is highly vulnerable to flooding, being part of the Indo-Gangetic plain, and moderately ecologically vulnerable. Bara has a District Disaster Preparedness and Response Plan (DDPRP) in place, but the District
Development Committee has not yet formulated any Sectoral Disaster Risk Management Plan (DRMP).
