Rolpa District covers 1,879km of the Rapti zone in the Mid Western Region of Nepal. The Mid-Western Region is remote and developmentally challenged. Some 46.5% of people in
the Mid-Western Region live below the poverty line. Rolpa District comprises 51 Village Development Committees (VDCs), nine Ilakas, and two electoral constituencies, with its
District Headquarters (DHQ) in Liwang. Liwang is connected by blacktop road to Bhalubang, Dang District, and from there to the East-West Highway (107km). Most of the VDCs in Rolpa (39 of the 51) are connected with road networks. Still, VDCs without access to the blacktop road are not accessible by road during the monsoon season (June-August). There is no operational airport in Rolpa; the nearest airports are in Nepalgunj (Banke District)
and in Bhairahawa (Rupandehi District). Rolpa’s population counted 224,506 people in 2011, 54% of whom women. of 1,023 people killed during the conflict that have applied for compensation, 935 were approved, and 95 out of the 565 cases of injury or disability due to the conflict were provided compensation. In mid-May 2013, the total number of people eligible and registered to vote in Rolpa reached 87,281. The Rolpa District Election Office is located in Liwang. For fiscal year 2012/13, the budget for Rolpa was 1,685,072,000 NRs, a sizable decrease from the previous year. Rolpa has 32 Police Posts staffed by over five hundred officers altogether, and a dedicated Women and Children’s Service Center headed by a female Sub-Inspector of Police in headquarters which provides
counselling, rescue services and advocacy in cases related to human trafficking, rape, or polygamy. Only six lawyers (all of them male) practice in Rolpa. Per the Children's Act 1992, the District Child Welfare Board (DCWB) is responsible for child rights promotion and protection in the district. Unequal gender relations and discrimination are significant obstacles to the wellbeing of women in Rolpa. Domestic violence due to alcoholism and rates of divorce are reported to be increasing in the district. Instances of child labour are also numerous, as children from Rolpa work in agriculture and coal
mining, as well as in brick factories in the Terai and Kathmandu valley. Although 72% of boys and men over age five are literate in Rolpa, only half of girls and women there can
read and write. The poverty incidence at ilaka level in all of Rolpa was above 50% in 2004. Employment opportunities in the district are limited, leading many young men, especially, to seek income sources abroad. Rolpa has one District Hospital, two Primary Health Centres, and 49 Health Posts and Sub-Health Posts. Health institutions operate with outdated systems and equipment, unable to adjust to population growth and emerging diseases. Rolpa is among the districts with very high prevalence of stunting (52%) among children under five years of age. Rolpa’s topography is primarily rugged highland and cultivable land is in short supply (only 18% of total area). In 2011/12, 77% of suitable land was under cultivation. In 13 of Rolpa’s 51 VDCs the recurrence of acute food security crises from 2008 through 2011 was moderate, while in the remaining VDCs the recurrence was low. Rolpa is highly vulnerable to landslides and epidemics, particularly during the monsoon season. Rolpa does not have a District Emergency Operations Centre in place, but it has a District Disaster Preparedness and Response Plan which defines clear roles and responsibilities of different clusters55 for preparation and response in case of
natural disasters.
