Daliekh district covers 1,505km of Nepal’s Mid-Western Region. Its elevation ranges from 544 to 4,168 meters above sea level. Administratively, Dailekh comprises 55 Village Development Committees (VDCs), one Municipality, 11 Ilakas, and two electoral constituencies. Its District headquarters (DHQ) is Dailekh Bazaar (Narayan municipality). Most VDCs in Dailekh (53) are connected with road networks, but only 15 VDCs are accessible during monsoon season (June-August), as the Surkhet-Dailekh blacktop road passes through those VDCs. The nearest airports are in Birendranagar (Surkhet district) and Nepalgunj (Banke district). Dailekh’s population was 261,770 in 2011, 51% of whom women. Dailekh was highly affected by the armed conflict in Nepal. A Local Peace Committee (LPC) was established in Dailekh in 2009, comprising 23 members: eight from political parties, four women, two Dalits, two journalists, and one each Janjati, civil society representative, Federation of Nepali Chambers of Commerce and Industry and NGO staff member. Dailekh has two electoral constituencies and 27 registered political parties, of which nine participated actively in the All Party Mechanism at district level. In mid-May 2013, the total number of eligible people registered to vote in Dailekh reached 108,823. The District Administration Office (DAO) has quasi-judicial authority, and is responsible for overall administration and rule of law. The District Police Office (DPO) works closely with the DAO on maintaining rule of law. A 24-hour helpline (telephone 1098) for reporting child abuse and trafficking is run by local NGO AAWAJ in
Dailekh since 2010. As in most other districts of Nepal, the District Court is the sole judicial body. Caste- and gender-based discriminatory practices continue to hamper the wellbeing of women and historically marginalised groups in Dailekh. Victims of domestic violence are still pressured to negotiate cases without bringing them before District
Court, and the high proportion of these crimes among all those reported is a testament to the prevalence of violence against women. Child marriage is common in Dailekh. While 73% of boys and men aged five and above are literate, only 53% of girls and women can read and write. The main occupation of the majority of people (92%) in Dailekh in 2001 was agriculture, while only 2% were employed in businesses. The District Health Office (DHO) provides preventive, curative and promotional health services, but curative services are mostly limited to symptomatic treatment. The diseases most frequently reported to DHO in
Dailekh are acute respiratory infections, chronic obstructive pulmonary disease, chronic diarrhea, and indigestion. Malnutrition and undernourishment are prevalent problems in Dailekh. Of suitable land, nearly 80% is being cultivated, but only 26% is irrigated. In
2011/12, edible food production per capita was significantly above the requirement. Dailekh is highly ecologically vulnerable and in particular 11 VDCs are highly vulnerable to landslide and 14 VDCs are highly vulnerable to diarrhoea epidemics. The District
Disaster Preparedness and Response Plan provides for eight clusters with specific roles and responsibilities in case of natural disasters, each led by a sectoral office.
