Kalikot covers 1,741km of the Mid- Western Region of Nepal. Administratively, Kalikot comprises 30 VDCs, nine Ilakas and one electoral constituency, with the District
Headquarters (DHQ) located at Manma Village Development Committee (VDC). Karnali and Tila are two major rivers running through the district. Both offer great prospects for power
generation, however, only seven VDCs currently benefit from locally produced electricity. Kalikot ranked 73rd of Nepal’s 75 districts on the Human Development Index in 2004. The average life expectancy in Kalikot is 47, below the national average. Kalikot’s population was 136,948 in 2011, 50% of whom women. The district was one of the most affected in Nepal during the decade-long armed conflict. The political environment in the district was volatile during the transition period (2006–2008), with frequent violent clashes between the cadres of political parties. There are 13 political parties with district chapters, including two Madhesh-based political parties. Relations among political parties are generally good and they all participate in the district development planning process, but occasionally there are tensions between cadres of different parties. In mid-May 2013, the total number of people registered to vote in Kalikot reached 53,162. Fourteen Police Posts cover the 30 VDCs of Kalikot, including two Ilaka Police Posts and two temporary out-posts. The District Police Office and a Traffic Police Post are located in DHQ. The District Court and the District Bar Association (DBA) each have a pro-bono lawyer who provides free services to the poor and marginalised people. The DBA conducts legal awareness campaigns regularly from its office, through mobile camps and through ‘Nagarik Badapatra’ (information boards). The prevalence of sexual abuse of women and children is reportedly high in Kalikot district, as well as in other areas of the Karnali. Caste- and gender-based discrimination is very widespread in Kalikot. Discriminatory practices were greatly reduced during the conflict period, but resumed since the peace process began. Kalikot lags behind national averages on various educational indicators. In 2001, the literacy rate of women in Kalikot was just 18%, against 54% for males. In 2001, a majority of the economically active population of Kalikot was involved in agriculture (70%). Usually, it is males aged 15 and older who spend the agricultural off-season (November-February) working in India. Across Nepal however, migration is increasingly shifting to longer periods away in Gulf countries. Health outcomes have improved over the past few years in Kalikot, but still lag behind national and regional averages. Health services are provided through one government hospital, one Primary Health Care Centre, 13 Health Posts, 15 Sub-Health Posts and 68 outreach clinics. Headache, intestinal worms, scabies and amoebic dysentery are the most common diseases in Kalikot. Malnutrition and undernourishment are prevalent problems in Kalikot. Kalikot district has a relatively large area of cultivated land (18,099ha) among the districts in the Karnali zone. In 2011/12, production totalled 20.8mt against a food
requirement of 23.1mt. Only 8% of households are food-secure in the Karnali, and households spend on average 31% of their income on food. Kalikot is vulnerable to many hazards, predominantly landslides and soil erosion. Almost all the VDCs are vulnerable to one or more types of disaster.
