Protecting human rights and promoting gender equality is central to humanitarian action. The needs of women, men, girls and boys are different and distinct, and often these differences are even more disparate during humanitarian crises. Addressing gender equality during a humanitarian crisis means planning and implementing humanitarian programming fully taking into account the specific needs of different groups in a community. With the endorsement of the Humanitarian Coordinator in Nepal, the Inter-cluster Gender Task Force was established on 30 April 2015, 5 days after the devastating earthquake, to ensure effective mainstreaming of gender in the Nepal Earthquake Response. Agency gender experts/focal points were invited to participate. The Task Force will ensure gender aspects are incorporated into the work of all the clusters, and provide a forum to share information and monitor impact. UN Women, as the UN entity for Gender Equality and Empowerment of Women will chair the Gender Task Force and will engage the relevant Government department to co-lead and participate in the Task Force A Core Group will be established within the Gender Task Force to permit rapid decision-making, while keeping the full membership informed of developments. The Core Group will comprise the lead agencies, Government and UN Women, and focal points from the priority clusters. Other members of the Task Force can participate as necessary.
