Address by Ian Martin Special Representative of the Secretary-General in Nepal On the Occasion of International Day of the World’s Indigenous People

Secretary-General Ban Ki-moon reported to the Security Council on 9 January this year: “If Nepal fails to meaningfully include traditionally marginalized groups in the peace process and in the election, and in the deliberations of the Constituent Assembly, the country will lose a crucial opportunity to harness the strength and vision of its own people and leave some of the key causes of the conflict unaddressed.” The agreement reached to ensure inclusion of Janajatis in the electoral process and the Constituent Assembly is a major step for Nepal’s indigenous peoples. It also highlights the need for continuing dialogue to ensure that there is consensus on the electoral system with Madhesis, Dalits and other traditionally marginalized groups. This will contribute to
achieving the ultimate goal of the election: to produce a Constituent Assembly that is truly representative and able to frame a constitution which responds to the aspirations of all Nepalese people.
