This document guides the technical and implementation modalities developed in consultation with the six technical working groups identified by Shelter Cluster Nepal Partners, following the Nepal earthquakes of the 25th April, 2015 and the 12th May 2015. It is intended to promote consistent technical standards and approaches across the response. All interventions should have the long-term objective and primary motivation of providing short-term life-saving support to those in hard to reach areas. This document has been developed using a consultative and participatory process with shelter cluster members, driven by key agencies working in rural, peri-urban and urban contexts. The aim of this document is to build on previous responses, applying learning to the specific context in Nepal. This document should be viewed as a working document, which will reflect the evolving needs of the affected population, and the cluster members’ associated shelter interventions. It should be read along with other cluster strategic documents and guidance on key topics.
