"Under the agreements that were reached, the disqualified Maoist army personnel were to be discharged immediately. Obviously that didn’t happen. They have been sitting in the cantonments for about two years after their anticipated discharge date. Now, the United Nations, in particular UNDP and UNICEF, have put together possible support packages for them. There is a strong shared wish that the discharge should not simply be made without any support mechanisms in place." - RSG Ms. Karin Landgren.
