Reference: (1978). Rural Water Supply and Sanitation, Nepal ( Situation at the End of 1975), WHO. URL-http://apps.who.int/iris/ In the Fourth Five-Year Plan(1970-1975), Government allocated 59% of the total outlay on water supply and sanitation to rural areas. Although this represented considerable increase over the Third Plan allocation, it was only 0.9% of total development funds. In 1970-1975 the per capita expenditure on rural water supply and sanitation was Rs 0.58 and on the urban sector Rs 7.66, i.e., over13 times as much. The Fifth Five-Year Plan (1975-1980) proposes increased allocation so that by 1980 about 10% of the rural population should have access to safe water compared to 4.5%on 1975.
