It represents a different process since the problems that are faced are different in nature. The main feature of long-term planning is the difficulty of making forecasts on the nature and pace of change of the disease pattern and demographic status, which is the result of the process of economic and social development. Therefore, exact figures cannot be accurately projected and prognosis becomes a hazardous procedure. At the same time the development of science and technology make it difficult to forecast how procedural techniques in the control and prevention of disease and improvement of health will develop. Moreover, the community's attitude to health and their awareness of health problems become a function of the above mentioned factors and will condition its actual behaviour in health and health-related matters.
