Nepal is divided for administrative purpose into 14 zones consisting of 75 districts, but geological and economic factors have divided the country into 2 main zones or areas: Kathmandu Valley and the rest of the country. Some 160 doctors are employed in the government health services, only 60 of whom work outside the Valley, giving a doctor-patient ratio of about 1 to 175000 people. In the Valley, road communications and transport permit close contact with all health institutions at all times, whereas in the rest of the country, contact is always extremely difficult and, at certain seasons of the year, virtually impossible. This basic fact must be kept in the foreground when consideration is being given to any national project.
