The United Nations Capital Development Fund (UNCDF) is providing assistance to His Majesty’s Government of Nepal (HMG/N) through the Decentralized Financing and Development Programme (NEP/99/C01) (the ‘Programme’), which operates in 8 of Nepal’s 75 districts. The Programme is implemented by the Ministry of Local Development (MLD). It provides funding for small-scale community supported development initiatives at the local level. By operating through existing local government institutions, and providing capacity building support to them, the Programme helps to strengthen these institutions. At the same time it is aiming at piloting innovations in decentralized planning and financing of basic infrastructure and service delivery. So, by pioneering new ways of working, it is contributing to the development of policy on decentralization and its operation.
