Nepal’s festive season has brought with it a sense of hope that there will soon be further progress in the country’s historic peace process.The distance the parties, and the people, have travelled in a few short years – from the 12-point agreement to the Comprehensive Peace Agreement, elections, and the declaration of a republic–stands as a remarkable achievement.There is broad agreement that the central issues now are to draft the new, federal Constitution,and to resolve the continued presence in the country of two armies.
