The Decentralized Financing and Development Programme (DFDP), the then Local Development Fund Programme is being executed by His Majesty’s Government, Ministry of Local Development with the grant assistance from United Nation Capital Development Fund since 2001. The DFDP is a pilot programme aims to reduce poverty thru funding for rural micro infrastructure projects and human development opportunities. Local bodies and Community Based Organizations are the key actors of the programme. The programme is explicitly designed to pilot decentralised planning and financing of rural micro infrastructure projects and thus supporting for poverty reduction. Since the inception the DFDP has committed to finance for more than 600 small micro infrastructure projects in eight pilot districts. During the implementation process, a gap or weaknesses has been observed in the design, costing and implementation processes. Therefore, this study has been commissioned to explore existing practices and identify the gaps in design, costing procedures, fund flow mechanism, systems and procedures etc. The Development Collaborator (P) LTD has been selected to commission this study.
