This trip report provides an overview of the activities and findings of the technical capacity building mission by a team from the Andrew Young School of Policy Studies (AYSPS) at Georgia State University (GSU) to Nepal that took place from January 7-16, 2004. The team comprised Professor Jamie Boex (Senior Fiscal Decentralization Expert) and Dr. Javier Arze (Fiscal Decentralization Expert). The mission sought to achieve two objectives: The mission’s first objective was to deliver a series of training and capacity building activities, including a six-day “operational level workshop” for senior government officials from various central government ministries and other stakeholders (up to Under-Secretary level), as well as a one-day “policy level workshop” (for officials at the Secretary and Joint Secretary level). The purpose of the capacity building activities was to enhance the technical capacity of HMG/N to engage in decentralization reforms; to establish a common “language” on decentralization issues among the different stakeholders; and to sensitize the policy level to key decentralization challenges.
