Community Test and Treat Competence Through Public-Private Partnerships in Nepal

HIV testing and counselling are the gateway to HIV prevention, treatment, care and support. In Asia and the Pacific, including in Nepal, where treatment coverage levels across the region are below global averages, earlier diagnoses and treatment is critical for progress towards the ultimate vision of Zero new HIV infections, Zero discrimination, Zero AIDS- related deaths. Identifying as many people as possible with HIV early in their infection and linking them successfully to prevention, care, and treatment services serves to improve the quality of life of people living with HIV, and maximises the prevention benefits of treatment. The Nepal HIV Investment Plan (NHIP)” prioritises the actions and strategic allocation of resources for reducing the country’s HIV burden, over the next three years. The success of Nepal’s HIV Investment Plan is hinged upon the country’s “test, treat and retain (TTR)” programme that will be institutionalised through public-private partnerships between government and civil society – especially communities of those who are the most affected by HIV. The TTR programme will drastically improve the scope, scale, intensity and quality of Nepal’s HIV testing and treatment. The Ministry of Health and Population, National Centre for AIDS and STD Control (NCASC) is in the process of formulating comprehensive national HIV treatment guidelines, inclusive of the “test, treat and retain” programme. These national guidelines are an adaptation of the June 2013 “WHO Consolidated Guidelines on the use of antiretroviral drugs for treating and preventing HIV infection. This concept note on “Community Test and Treat Competence” is to familiarise everyone with the importance of competent communities, participate fully and leading in the country’s HIV “test, treat and retain’ programme; especially those who are the most affected and in areas of the country with the highest HIV burden.
