Following the Constituent Assembly (CA) elections in November 2013, restoration of the party-based political system and the resumption of the constitution drafting marked Nepali politics in 2014. The second CA was inaugurated in January 2014. The party system was reestablished after Nepali Congress President Sushil Koirala became the prime minister in February, leading a coalition government. His government replaced the Chief-Justice led Interim Electoral Council of Ministers that was installed under exceptional political circumstances in March 2013 to hold the election of the CA. With a functioning legislative Parliament in place, the constitutional order was restored and it became possible to fill up the vacancies in several constitutional bodies that were vacant in absence of a functioning Parliament. The resumption of the constitution drafting process, which had stalled since the dissolution of the first CA in May 2012, was a significant step toward fulfilling the political commitments under the 2006 Comprehensive Peace Agreement (CPA). The CA restarted the constitution drafting process with cross-party consensus and cooperation in finalizing the CA Regulations in March and electing CA Committee Chairpersons. Importantly, the parties also agreed to own the political agreements of the first CA and move forward. However, as the constitution drafting process progressed, it resulted in deadlocks as the parties reopened debates on contentious substantive issues, including federalism.
