The United Nations Capital Development Fund (UNCDF) provides investment funds toLDF projects aim to develop capacity in the project areas for de-centralised, participatory, democratic governance and in particular for local-level planning and management of the development process. LDF projects should have a wider influence in deriving policy lessons that are of relevance for the evolution of a participatory, poverty-oriented development process in the particular country. UNCDF has a long record of assistance to Nepal in the area of rural infrastructure development. The drafting of a Local Self-Governance Bill in 1997 provided the necessary policy framework and political impetus for UNCDF to proceed with the identification and preparation of a LDF project within the framework of the UNDP Country Programme. Support development activities in the least developed countries, focusing on 15 countries including Nepal. UNCDF’s objective is to contribute to poverty reduction, and a key strategy is its financing of area-based Local Development Funds (LDF). These work through local government to finance investment in public infrastructure and services, community infrastructure, and private productive assets.
