Development objectives of the state can not be attained without direct involvement of local government representatives in affairs that affect the daily lives of people. Therefore in order to educate and sensitive local government representatives on highly sensitive areas of human development such as education, health, sanitation and nutrition of children, and hence assume effective leadership, an attempt has been made to prepare this information booklet. This information booklet is based on various surveys sponsored by the National Planning Commission, Ministry of Education and the Ministry of Health. This DDC/VDC information booklet offers separate chapters for health, nutrition, hygiene water and sanitation, education and child protection. The beginning of each chapter introduces key issues under the chapter topic.Chapters are then segmented into sections that reflect specific issues under the chapter topic. These chapter sections introduce the issues, followed by information on the issues in Nepal, and conclude with action points that suggest ways that local-level planners can initiate activities related to the issues outlined in the section.Although there are five separate chapters in the handbook, action points throughout the booklet are linked to one another. Information from each of the chapters and sections should be considered in relation to the rest of the information in the handbook.
