The World Heritage property within the Kathmandu Valley is probably one of the most complex in the world, comprised of seven Monument Zones, each with specific management requirements. Each Monument Zone contributes to the outstanding universal value of the World Heritage property. However, the threat to each Zone is different in form and degree. The aim of this Management Plan is to develop a framework for the integration of the seven Monument Zones within a single management system, while taking into account each of their specific management requirements. Ever since inscribing the Kathmandu Valley
on the List of World Heritage in Danger in 2003, the World Heritage Committee has repeatedly requested the State Party to prepare an integrated and comprehensive management plan of the entire property. As per the Operational Guidelines, a Management Plan is a basic requirement for all World Heritage properties.The Integrated Management Plan must be seen as a Road Map towards achieving the goal of conserving the outstanding universal value of the seven Monument Zones of the Kathmandu Valley. The Integrated
Management Plan is not a legal document; however it defines a process which was developed through consensus of the concerned authorities.It is only through the implementation of the actions formulated in the Integrated Management Plan that the “Plan” will have been completed; therefore, this document should not be seen as an end in itself. It is clearly understood that the establishment of the management structures, both at the integrated level as well as at the site level, will take time.
