स्थलगत बुलेटिन - द्वन्द्वपिडितहरुलाई अन्तरिम राहत : सुर्खेतबाट प्राप्त धारणाहरु

द्नण्द पिडित्हरुलाई अन्तरिम राहत; सुर्खेतबात धारणाहरु नेपाल मा एक दसक लामो सस्त्र द्नण्दका बेला, लगभग १७००० नेपालीहरुले ज्यान गुमाय । थुप्रै महिला तथा बालिकाहरु बलात्कार तथा योंनजन्य हिन्सक्लो सिकार भए थुप्रै मानिसहरु बारुधि सुरुङ तथा घरेलु विस्फोटक हतियार सकेट बम पड्किएर घाइते तथा अपांग भय भने अरु यातना ,सरिरिक-मानसिक उत्पीडनको सिकार भय अथवा आन्तिक रुपमा बिस्थापिट हुन् बाध्य भय । सन् २००६ मा बिस्तृत शान्ति सम्झोतामा हस्ताक्षर भएपछि नेपाल सरकारले द्नण्दबात पभाबित बयती, परिवार तथा सरचनाहरुको तथान सकलन गर्नका लागि सन् २००७ को जुन महिनामा एउटा बिसेस कर्येदल गठन गर्यो । उक्त बिसेस कार्यदलले तयार परेको दन्दपिडितहरुलाई आर्थिक सहयोग तथा राहत सम्बन्धि निदेसिका लाई मन्त्रि परिषदले सन् २००८ को २५ अप्रिलमा अनुमोदन गर्यो उक्त निर्देसिकाको अनुमोदन भए पछि दुइ बर्षसम्म राहत बितरण गर्ने माग निर्देसन उपलब्ध गराउनका साथै कसलाई दन्दपिडित माने भनेर मार्ग दर्सन तयार पारिएको थियो ।
