The Rule of Law and Human Rights Programmer aims to ensure that women and other vulnerable groups benefit from a protective legal framework and recent improvements in the field of administration of justice. The Programmer will work in three primary areas to achieve its goals.Nepal is a least developed country, facing transitional justice, state restructuring and rule of law challenges. Nepal’s distinguishing feature is its extraordinary ethnic, cultural and linguistic diversity. According to the 2011 census data, there are 125 caste/ethnic groups in the country speaking 123 languages. The Government of Nepal has, with varying success, attempted to design and implement policies which are sensitive to this diversity but doing so is extremely challenging and despite all efforts, certain vulnerable groups in Nepal have been marginalized in legal, economic and political processes. Many of these groups united under the Maoists in the early 1990s to begin an armed insurgency against the Nepali state.
