मानिसलाईलाई बलपूर्वक वेपत्ता पार्ने वा अपहरण गरि अवस्था अज्ञात तुल्याउने कार्यहरु मानव अधिकारको गम्भीर समस्याको रूपमा विश्वभरी नै रहेको पाइन्छ। वेपत्ता पारिएको व्यक्तिलाई मारेर गाडिएको अवस्थामा उसको पहिचान एवं अपराधसंग सम्बन्ध प्रमाणहरुको संकलन गरि सत्य तथ्य जान्न पाउने तथा संस्कृतिक परम्परा अनुसार अन्तिम संस्कार गर्न पाउने अधिकारको संरक्षण गर्न तथा दोषीलाई कानुन बमोजिम सजाय दिन र पीडितलाई न्याय प्रदान गर्न शवोत्खनन् कार्य कानुनी र वैज्ञानिक विधिको समिश्रणयुक्त कार्य हो। यो मार्ग-निर्देशकाको मस्यौदा गर्ने क्रममा मानव अधिकारको विश्वव्यापी घोषणापत्र, बलपुर्वक वेपत्ताबाट सबै व्यक्तिहरुको सम्बन्धी महासन्धिलगायत मानव अधिकारका अन्तरास्ट्रिय दस्तावेजहरु, मिनिसोटा प्रोटोकोल, विभिन्न देशहरुको कानुन सम्बन्धी कानुन तथा मार्ग-निर्देशका, संविधान एवं सम्बन्धित कानुनहरुको अध्ययन गरिएको छ।
