The political developments that have delayed the peace process are described in the Secretary-General’s report (S/2009/351). The circumstances surrounding the dismissal of the Chief of Army Staff by the previous Maoist-led Government, the countermanding of that decision by the President, the withdrawal from the Government of the principal governing coalition partner, the subsequent resignation of former Prime Minister Prachanda on 4 May, followed by the leaked video of Prachanda's January 2008 address to Maoist cadres have all had profound political repercussions. Mistrust grew between the parties, as did divisions within them. The work of the Special Committee stalled in the month of May, and has remained at a standstill. Planning for the discharge of the disqualified MaoA personnel also came to a halt. Work on the drafting of the Constitution fell behind schedule. The commitment in the Interim Constitution to right-size and democratize the Nepal Army remains dormant, and action still lags on addressing impunity for human rights abuses, on missing and disappeared persons, on attention to the inclusion of historically-marginalised groups, and on resolving the issue of property, all of which are instrumental aspects of Nepal’s peaceful transition to democracy.
