The Commissioners and officials of the National Human Rights Commission have been carrying out monitoring works in several districts of the country in recent times to ascertain the overall human rights situation in the country. In this connection, on 31 March 2005, the Commission submitted its recommendations to His Majesty’s Government,based on the monitoring work carried out by the Commission from 19-25 March 2005 in various places related to the incidents in Kapilbastu District. Similarly, the Commission in recent days carried out human rights monitoring of various locations and visited Inquiry and Investigation Center in Sundarijal, the Armed Police Camp in Kakani, the National Police Training Academy in Maharajgunj, the Armed Police Force in Duwakot, Bhaktapur, the Ward Police Office in Kalimati, Mahendra Youth Center in Jawalakhel, Shri Jung Battalion in Singha Durbar, Mahabir Battalion Ranger in Chhauni and other detention centers. The monitoring teams have also visited political leaders and activists under preventive detention in their residences, and based on
the facts gathered from all the monitoring missions, the Commission has also submitted various recommendations to His Majesty’s Government. In the recommendations, the Commission has called for immediate medical treatment of
those who have been placed in detention and house arrests by qualified physicians; shifting of those detained in military barracks to detention centers where further medical treatment than that available in the barracks is possible; arrangement of meetings for those who are detained or under house arrests with their family members, close ones as well as legal professionals; arrangements of newspapers for the detainees, and arrangements for the arrested students to participate in examinations. The Commission has also called for the full implementation of its recommendation dated 23 February 2005.
