The news reports published on 23March 2005 regarding a supposed announcement by
UNHCR in early March of a “considerable amount of reduction in the supply of essential items” to the Bhutanese refugees in eastern Nepal, have come to our attention. The reduction in assistance relates to the allocation of new bamboo and thatch for shelter. This is technical matter whereby distribution is being rationalized to meet mostly needs of vulnerable and needy refugees only. This reduction has been discussed at length with refugee Camp Management Committees in each of the refugee camps and the informal groups in camps. The refugees themselves have been involved in the selection of beneficiaries. Most refugees have accepted the idea and understood the concept of selective distribution of new bamboo and thatch in UNHCR’s overall approach to prioritize the meeting of requirements also under other sectors of assistance. In fact,there is no reduction in overall level of assistance to Bhutanese refugees in 2005 which is largely expected to continue in 2006 pending implementation of lasting solutions for the Bhutanese refugees in Nepal.
