This volume contains the Understanding at Completion Point of this evaluation as well as its Summary Report discussed in the Evaluation Committee of 18 February 2002. The Main Reports of the evaluation (Phase I and Phase II) are available on request from the Office of Evaluation and Studies. The contents of these two reports are presented in Appendix 2 of this volume. The extent to which IFAD can have a direct influence on innovation outside its own organizational boundaries and instruments is limited both by its small size and by its modus operandi. It can be an innovator with respect to its own organizational structure, its culture and the development of the instruments it uses to discharge its mandate. However, because of the very nature of these instruments and as the Fund is an IFI with no field presence, it can only promote innovation through partnerships.
