The trafficking of women and children for sexual and other forms exploitation within, to and from Nepal has for a long time been a serious problem. The ongoing internal armed conflict has caused a deterioration of the situation. Many women and children are internally displaced as a direct result of the conflict, leaving conflict-afflicted areas of the country in search of economic stability and as well as protection and security.many Nepali non-governmental organizations (NGO’s) quote the lack of shelters and legal and public policies to combat male violence against women and girls as one important underlying reason for the trafficking in human beings, especially of women and girls. Women and children flee their family homes as a result of having been subjected to different forms of violence such as physical, sexual and emotional abuse by male relatives, to an uncertain future, often in urban areas, where they risk being recruited and trafficked for prostitution purposes or for forced labor within Nepal or to other countries in the region.According to the MoU, the ONRT is to located within the institutional structure of the NHRC. It was believed that this location would allow the ONRT to “effectively influence government policies and programmers in Cavour of the rights of women and children for sustainable development.”The Review, which consisted two external consultants, took place during four weeks in July-August 2005.he members of the Review Team, who was to address the specific institutional challenges of integrating the ONRT into the NHRC national expert in the design of sustainable organizational structures, and has a good understanding of management and financial aspects of a public sector organization.
