Nepal is within reach of an historic achievement. UNMIN is here in Nepal not because of a single election but because this election is a key part of a peace process that is crucial to the future of the country. It is an election not just to elect a parliament or a government, but to elect an inclusive Constituent Assembly, which is for the first time on a democratic basis to determine the nature of the state. It is important to emphasise that in many districts, many constituencies, peaceful campaigning has been going on throughout this election campaign. Election preparations are in good order, and that is a very a considerable feat for an election more complicated than any Nepal has carried out before. And it has been a privilege for UNMIN to work for over a year now with an Election Commission of recognised independence, integrity and competence.
