The first report of the united nations electoral expert monitoring team, established under the mandate of the security council resolution 1740,was submitted by the government and the chief election commissioner on 17 July 2007.the five-member team, appointed by the secretary-general and led by dr. rafael Lopez-Pinter, responsible for assessing the constituent assembly electoral process.its first took place from 11-june 2007.the report established benchmarks for the assessment of preparations for the election.the benchmark are based on the democratic principle enshrined in article 25 of the 1966 international convent for civil and political rights rights;periodic elections allowing for the free expression of the will of the people.the EEMP is of the view the security remains the must serious threat to the electoral process.it thus recommend that political leaders be come to an agreement on security long before that elections,including the singing of appropriate codes of be widely distributed among activists.the report concludes that the formula of representation proposed for the election meets general democratic standards,ensuring both universal suffragan and the right to Constitution election to all political parties and individuals that comy with the legal requirement.the EEMT never the less expresses concern over the provisions of article 7o0f the constituency assembly members election act, which stipulates that once the result have been issued,the central party committee will allocate winning seat from the proportional represent ion ballot to individual candidates.this should be control is the political elites and considered a departure from best practice and democratic procedures,as it could strengthen the control of the political elites and constitutes an impediment for voters to their free choice.
