The UN refugee agency has noted the recent protests and demonstrations by some refugees from Bhutan on the granting of exit visas to the 16 vulnerable individuals for resettlement to USA and Canada. UNHCR wishes to inform that these cases were submitted as special humanitarian cases and accepted for resettlement by the two countries due to their urgent protection needs. UNHCR negotiated with the Government of Nepal to grant exit permits to them as
they are unable to find safety and protection within the refugee camps.“The resettlement of these individuals is extremely important for the future lives of these extremely vulnerable individuals and for UNHCR as they can no longer be kept in the camps for protection reasons,” said Abraham Abraham, UNHCR
Representative in Nepal. “We are deeply concerned for their lives as they also require specialized treatment and care not available in the camp environment or in Nepal,” added Abraham. The resettlement of these refugees is a separate issue from any possible third-country resettlement of refugees from Bhutan as a comprehensive solution. The Government of Nepal has still not taken a decision on the larger issue of third-country resettlement as a possible part of a comprehensive solution. It has also been brought to the attention of the UN refugee agency that such protest are being orchestrated by some refugee leaders and does not represent the views of the refugees in general.
