This is the last of four visits I have made to the regions outside Kathmandu in this critical period in the run up to the Constituent Assembly election, and I am very pleased to be in Pokhara in the Western region. My purpose of course is to discuss with my colleagues here in UNMIN’s regional office how UNMIN can play its role most effectively in these remaining days and on polling day and thereafter. The first is that there has been too much violence and there should be no more violence in this campaign or on polling day. I am conscious that here in the Western region, I am in the region where deaths occurred in Arghakhanchi and Kapilvastu of Maoist cadres. I am dismayed to learn now of the killing yesterday of an RJP worker in Dhankuta district. I strongly support the Election Commission’s protest regarding the violence that injured an election official in Dhading three days ago. I regret that the efforts to bring about dialogue with armed groups in the Terai have not been successful. But I do not believe that any last minutes efforts that disrupt this poll will be successful, and I appeal to those armed groups not to continue with violence, strikes or other efforts to disrupt the election. This will be the most observed election that has ever been in Nepal, with more than 800 international observers and thousands of national observers. And the United Nations will coordinate its resources, particularly between UNMIN and OHCHR, to be as effective as we can in sensitive areas on polling day, although of course we can’t be everywhere.
