I came to Nepal on behalf of the Secretary-General to assess progress in implementation of the Four Point Agreement and preparations for a smooth transition to the post-UNMIN phase. Over the past two days, I have exchanged views with the government and party leaders, Karin Landgren and other UNMIN officials, the UN Country Team and other stakeholders in the peace process. Later today, I will meet with the Special Committee to supervise, integrate and rehabilitate Maoist army personnel.
As I told all of my interlocutors, UNMIN’s mandate will end on 15 January. The Security Council was very clear on that point in its resolution 1939. That means that there are exactly 100 days remaining before the peace process enters a new phase. I encourage the parties to view this period as 100 days of opportunity to demonstrate to the Nepali public and International Community their obligation to fulfill their commitments spelled out in the 13 September agreement.
The developments in the last month represent encouraging progress after a year marked mostly by stagnation. The renewed effort by the Special Committee and the establishment of its Secretariat are important developments in this context.
All of the political leaders have reaffirmed their commitment to move the peace process forward and to complete the integration and rehabilitation in a timely manner. Many told me that this can be done in the time remaining provided there is political will and readiness to compromise.
We also urge the parties to redouble their efforts to complete the constitution-making process and the adoption of a new constitution by May 2011. There have been encouraging new efforts led by the Speaker to advance the Constitutional Assembly’s work by resolving outstanding differences.
