Informally employed workers in two Tarai cities - Issue 4

The informal sector in Nepal is large, employing around 11 million people (90% of the total workforce)and is estimated to contribute 51% to Nepal’s GDP. The largest part of the informal sector is agricultural but with urbanization and rural-urban migration, employment in the non-agricultural informal sector in urban areas as well as informal employment in formal sectors has expanded. As of 2008, about 2.6 million people are informally employed outside agricultural sector in Nepal, distributed as shown below. The plight of informally employed workers is well documented and not unique to Nepal. These mostly unskilled workers earn very little, are often internal migrants and live under
difficult circumstances. Limited education, irregular work opportunities and high unemployment and underemployment rates in the low-skill sectors, further weaken the informal workers’ bargaining power with their employers. The lack of health insurance or disability benefits whilst carrying out jobs
which are physically taxing and injury-prone,leave these workers particularly vulnerable, as does the absence of any retirement benefits.This field bulletin draws on interviews with porters, rickshaw pullers and construction workers, as well as their employers, in Narayangarh and Butwal. It starts by painting a picture of the general conditions in which these workers operate, but also attempts to better understand the relationships between those workers,
employers and unions. It also highlights examples of grass-root improvements that can benefit all stakeholders.
