Community access to natural resources: A case study on forest resource access and control in Morang District - Issue 18

Nepal is rich in natural resources such as hydropower, forests, wildlife and beautiful landscapes. Forestry is one of the biggest natural resources which contributes substantially, not only to national GDP, but also to the daily subsistence of Nepali communities. In addition, forests contribute towards protection against global warming and climate change. Community forestry is recognized as one of the most successful forest management systems, and it has worked well in the mid hills and mountains of Nepal. However, not all Nepalis have equal access to forest resources and the substantial benefits such access entails. Even within Community Forest User Groups (CFUGs), many marginalized communities are denied access and control over forest resources. Communities of landless squatters also lack access to forest resources especially in peripheral areas. Certain political elites benefit from forest resources whereas other communities with less political, economic or social status are denied access because of exclusion from the decision making process.
