Transition from conflict to peace: a case study from Rolpa - Issue 37

On 13 February 1996, the then Communist Party of Nepal (Maoist) (CPN-M) declared the ‘People’s War’ against the Government of Nepal (GoN) by attacking the Holeri police post in Rolpa district. The Maoist movement has been described as “a social and economic movement fuelled by poverty, inequality and discrimination”. The conflict lasted for ten years and hit Nepal hard, claiming more than 15,000 lives. In Rolpa alone 1,023 people were killed and much infrastructure destroyed. With freedom of movement
restricted, rural development activities were disrupted and human rights were violated by both sides to the conflict. The Comprehensive Peace Accord (CPA) signed in 2006, formally ended the armed conflict, allowing a
political, social and economic transformation to begin. The implementation of the peace process began in earnest following the Constitutional Assembly (CA) election held in April 20088. The citizens of Rolpa have experienced many positive changes in terms of development and structural issues since then. An increased level of political awareness and participation by marginalised communities in different institutions and committees at a local level has also been noted. Interlocutors referred to the re-establishment of police posts and government service centres, the constructions of roads and schools, the expansion of business centres in many VDCs and increased remittances as other examples of positive changes.
